Understanding the Impacts of Switching to Reusable Pallet Packaging

European Plastics Converters (EuPC) urges policymakers to reconsider mandatory reuse targets for pallet packaging under Article 29 of the Packaging and Packaging Waste Regulation (PPWR). Independent studies show that enforcing reuse for plastic pallet wrap and straps—currently recyclable and effective—could backfire. CO₂ emissions may rise by up to 1700%, and annual costs could increase by €4.9 billion in just eight key sectors, including retail, glass, and beverages.


These sectors represent only a fraction of the industries relying on palletized goods, so the total EU-wide impact would be even greater. Additionally, most companies currently lack the

infrastructure and logistics required for effective reuse systems. Exporters would also face the costly and complex burden of managing dual packaging systems—one compliant with EU reuse rules and another aligned with global practices. EuPC calls for the exclusion of pallet wrap and straps from Article 29, in favor of proven recyclable single-use solutions.
